Hey,

Yes, a SPDT can function as a SPST by ignoring one of the outside terminals.

With some switches from some suppliers (such as sub-min switches from Maplin in the UK) the SPST and SPDT are the same price! It makes sense to buy the SPDT version for inventory, they can also be used as SPST as you say .
